The Premium Text Ad Program (including pubCenter) is available to non-US sites as far as we know, but it is limited to English-language sites only.

We are currently paying publishers for their Premium Text Ad Program earnings via check.

Google’s TOS requires that other contextual ads not look like AdSense ads to prevent confusion; we make sure that Premium Text Ad Program ads do not mimic AdSense ads in order to confuse site visitors.
