Thank you for your questions. 

The Premium Text Ad Program (including pubCenter) is available to non-US sites as far as we know, but it is limited to English-language sites only.

We are currently paying publishers for their Premium Text Ad Program earnings via check.

Google&#039;s TOS requires that other contextual ads not look like AdSense ads to prevent confusion; we make sure that Premium Text Ad Program ads do not mimic AdSense ads in order to confuse site visitors.</description>
